The city's sustainability office had solid programme-level data on the transit project itself but had never had the municipality's broader sustainability governance and reporting practices independently assessed.

The rating report was structured specifically for a fixed-income audience, with a dedicated summary section mapping the city's practices against the criteria dedicated ESG fixed-income funds most commonly screen for.
Outcome
Where things stand now.
The city received an AA Sustainability Rating, published ahead of the bond's roadshow and referenced directly in investor materials. Several dedicated ESG fixed-income funds that had not previously participated in the city's conventional issuances took allocations in this deal.
The bond priced inside initial guidance, with the underwriter attributing part of the additional demand directly to the independent rating giving ESG-mandated investors the screening evidence they needed to participate.
